Excessive Latency on Oauth API

At 3:45pm on the 14th for approximately 21mins, there was excessive latency on the Oauth API which is a supporting API for several functions mainly servicing new logins. Enrolmy Engineering responded, and the root cause was determined as a resource issue in this component of the platform. This resulted in scheduling an upgrade of this component at 23:20 that evening.
